Digital Research Labs (Private) Limited filed a complaint against M/s. Utility Stores Corporation of Pakistan (Private) Limited for alleged anti-competitive clauses in the USC’s Request for Proposal (REP) dated 19th May 2016 for procurement of “Enterprise Resource Planning” software and implementation services concluded an enquiry report on 16.12.2016.
The Commission considering the arguments at length and considering the likelihood of serious damage and the public interest, issued an interim Order under Section 31 of the Act to restrain USC from awarding the final contract until the conclusion of proceedings and disposal of the SCN. However, the Respondent could continue its internal processing of the RFP and the tenders received so far.
