Dr. Muhammad Khan

Dr. Muhammad Khan serves as Senior Researcher and Head of Department at the Center of Excellence in Competition Law (CECL), Competition Competition of Pakistan. Dr. Khan is an economist with over 15 years of experience in teaching, research, and academic leadership, specializing in governance, regulatory economics, and evidence-based policy analysis. He holds a PhD in Economics from the University of Orléans, France, with a focus on inflation, institutional quality, and macroeconomic performance, alongside advanced degrees in economics from the University of the Mediterranean (Aix-Marseille II, France) and Quaid-i-Azam University, Islamabad.He has held senior academic and administrative positions in both public and private institutions, where he led academic planning, faculty development, and curriculum reforms. His funded research spans financial regulation, corporate governance, energy policy, and environmental regulation, with more than 25 peer-reviewed publications offering insights into how governance and regulatory quality shape economic and market outcomes. He has also supervised numerous PhD and MPhil theses, contributing to capacity building in economics research and policy.

Saira Israr

Ms. Saira Israr is an Economist and Deputy Head of Department at the Center of Excellence in Competition Law (CECL) of the Competition Commission of Pakistan. An Australia Awards Scholar, she holds a Master of International and Development Economics degree from The Australian National University.With over a decade of experience, her career spans the Governments of Pakistan and the Australian Capital Territory, as well as international research think tanks including Oxford Policy Management (OPM) and Centre for Evaluation & Development (C4ED). Her research portfolio includes authoring sectoral competition assessments reports on LNG and Gold sectors, leading high-impact evaluations for international development projects, and contributing to OECD policy forums. Ms. Israr currently leads competition assessment of Pakistan’s sugar industry project and orchestrates CECL’s prestigious lecture series to foster knowledge exchange. Her expertise in quantitative analysis and strategic stakeholder engagement positions her as a key architect of Pakistan’s competition policy framework.

Abdul Haseeb Satti

Mr. Abdul Haseeb Satti serves as Deputy Director at the Center of Excellence in Competition Law, Competition Commission of Pakistan, with 6+ years of progressive experience in research, competition law enforcement, and international affairs. Holds a BBA (Hons) in Finance, an MS in Accounting & Finance, and certification in Data Analytics. Since 2019, has contributed to competition and supply chain assessments of key sectors including poultry, milk, and steel, and to cartel inquiries in poultry, milk, and poultry feed markets. Authored policy notes on road construction and the poultry sector, while also coordinating with international agencies and stakeholders. Career reflects strong analytical and research skills, with demonstrated ability to support evidence-based policymaking and advance regulatory effectiveness.

Ayesha Batool

Ms. Ayesha Batool serves as Research Analyst at the Center of Excellence in Competition Law (CECL), Competition Commission of Pakistan (CCP). Ms. Batool is a PhD researcher in Business Administration with over ten years of experience in business research and financial services. Her academic expertise spans marketing, economics, finance, and supply chain management, with a dedicated research focus on sustainable development.

A recipient of prestigious national and international scholarships from the HEC Pakistan and the University of Manchester (UK), she was a visiting researcher at the university’s Sustainable Consumption Institute. Her scholarly work has been published by leading academic publishers and presented at global conferences, including the Academy of Marketing and the American Marketing Association. At CECL, she is engaged in the competition assessment of Pakistan’s civil aviation sector.

Samiullah Afridi

Mr. Samiullah Jan Afridi serves as Assistant Director at the Center of Excellence in Competition Law (CECL), Competition Commission of Pakistan, driving strategic market analysis and policy development across critical economic sectors. With advanced qualifications in M.Phil. and M.Sc. Economics specializing in development economics, he brings rigorous analytical expertise to competition law enforcement. His comprehensive research portfolio spans agriculture value chains, pesticide markets, alongside in-depth analysis of Pakistan's power sector and State-Owned Enterprise competitiveness. Currently spearheading research on Pakistan's emerging solar energy sector, Mr. Afridi focuses on growth dynamics and competitive market structures shaping the nation's renewable energy landscape. His work directly supports CECL's mission to strengthen competition frameworks and promote market efficiency across Pakistan's evolving economy.

Abdul Haseeb

Mr. Abdul Haseeb serves as a Researcher at the Center of Excellence in Competition Law (CECL), Competition Commission of Pakistan. With over 4 years of experience in regulatory transformation, business process re-engineering, and evidence-based policy design, Mr. Haseeb holds an MPhil in Environmental Economics from PIDE. His expertise includes regulatory impact assessments, cost-benefit analysis, compliance measurement, digitization strategies, and stakeholder consultation, supported by advanced skills in economic modeling and data analysis (STATA, EViews, Excel). At CECL, he is engaged in competition assessment of the telecom sector, focusing on mobile network operators. His research focuses on regulatory modernization, market competition, and institutional governance, reinforcing CECL's mission of advancing evidence-driven regulatory excellence and sustainable economic growth.

Ans Iqbal

Mr. Ans Iqbal serves as Research Officer (ME-II) at the Center of Excellence in Competition Law (CECL), Competition Commission of Pakistan. With over four years of experience in regulatory reform, market research, and competition analysis, Mr. Iqbal holds an MPhil in Economics and Finance from PIDE. At CECL, he is engaged in sectoral competition assessments, regulatory framework analysis, and evidence-based policy recommendations to promote market efficiency. Previously, at the Prime Minister’s Office - Board of Investment, he led initiatives in business process re-engineering, regulatory modernization, and the establishment of the Business Facilitation Center, while spearheading sectoral mapping and investment facilitation in agri-business and food processing.
