Dr. Kabir Ahmed Sidhu

CHAIRMAN

Dr Kabir Ahmed Sidhu completed his bachelors in law, LLM in Banking, Insurance and International Business law and PhD from the University of Manchester. He also attained postgraduate diploma in Civil litigation from Manchester Law Society and certificates in mortgage and financial advice from London Institute of Banking and Finance. His doctoral thesis focused on Regulation of Market Abuse and manipulation.

Dr Sidhu brings a wealth of knowledge and experience to the Commission in regulation of market abuse, manipulation and public policy. He has more than 20 years of experience in various sectors which includes working for insurance companies, law firms, compliance departments of financial institutions in UK and various law firms and government ministries in Pakistan. Prior to this position, he was working as a Senior Legal Consultant in Ministry of Law. He has also been a research associate with leading academics in UK universities and has taught at Manchester University.

Recognising the importance of effective competition in Pakistani markets, his vision is to ensure that Competition Commission plays its role as a strong regulator to facilitate the smooth interplay of market forces leading to uninterrupted natural equilibrium, devoid of exploitation, distortion, market abuse and harm.

Mr. Salman Amin

MEMBER

Mr. Salman Amin is a Fellow CA and Fellow ACCA (UK). He has completed CA Articles from KPMG. He has done his major certifications in regulatory affairs from University of Florida (USA) and Centre for Energy Economics (Texas-USA). He did his certification on Project Management from ILO Training Centre (Italy). He is a certified director from PICG and has attended various reputed international and local senior executive training courses.

His previous regulatory experience was in NEPRA, dealing with regulatory affairs of power sector. In the Privatisation Commission of Pakistan he was looking after energy portfolio, dealing with matters of merger and acquisition (M&A) and due diligence of various entities, including their restructuring. In OGDCL, he headed the Commercial, Audit and Strategy Planning departments. Earlier in his career, he served as Financial Economist at Ministry of Finance and worked several years with international organisations including DFID and CIDA. He has served on various boards and has been part of various inter-ministerial committees. He has a publication on Power Sector outlook in Pakistan (2018) and has been speaker at various international and local forums. He presented his paper on behalf of Pakistan in annual development conference at ADB Headquarters, Manila, in 2017. He also prepared the energy sector plan for Balochistan (2020).

He has served as chair of ACCA Pakistan’s sub-committee on Corporate Governance and for past 10 years is member of ICAP’s Economic Advisory Committee. The ACCA recognised his services with their Exceptional Public Value Award in March 2019.

Mr. Abdul Rashid Sheikh

MEMBER

Mr. Abdul Rashid Sheikh has a Master’s Degree in Public Administration (2008) from Cornell University (an Ivy League member), USA, under a Fulbright Scholarship. He received an ‘Pi Alpha Alpha’ (π α α) induction for high academic achievement in the field of Management & Public Administration. He also has an MBA from IBA, Karachi (2001). He has attended several Training Courses, Workshops, and Seminars nationally and internationally.

His professional experience, spanning more than 35 years, largely pertained to management & administration of the Departments of Customs, Sales Tax, and Federal Excise, tariff policy analysis and enforcement, supervision and monitoring of Audits & Inspections, and quasi- judicial proceedings.

He headed a team interacting with the World Bank during 2017-18 and 2018-19 for reforms in key identified areas. He has also headed and supervised many high-profile investigations and probes related to international trade.

Among his recent contributions is successful planning and execution of a number of modules for ‘process reengineering’ and ‘enhanced automation’ aimed at greater client facilitation and transparency, which translated into revenue optimisation and reduced cost of doing business.

Mr. Saeed Ahmad Nawaz

MEMBER

Mr. Saeed Ahmad Nawaz, a graduate (MBA Finance) from University of the Punjab, is also the winner of highly competitive Hubert H. Humphrey Fellowship (2002-03) in the field of finance and economics at Boston University, USA. After securing World Bank-Government of Pakistan sponsored Professional Development Program Award (2006-07), he completed his MSc. in Local Economic Development from the London School of Economics, UK, expanding his academic horizons and engaging with public and private sector organizations in the US and the UK.

Mr. Nawaz commenced his professional journey as a commissioned officer in the Pakistan Army and was then inducted into the District Management Group. He has served in various capacities for the Governments of Punjab and KPK, from sub-divisions to provincial departments. His diverse roles included team leadership and staff officer positions.

At the National School of Public Policy, he served as Directing Staff, Chief Instructor, and Head of Administration (Director General). He widely travelled across the globe as Head of National Management College Delegations during their Foreign Study Tours. During his service in the Federal Secretariat, he successfully handled a spectrum of critical issues, including Covid-19 related relief measures, industrial policy, corporate governance, poverty alleviation, and social security. His last assignment was as the Managing Director of Pakistan Agriculture Storage and Services Corporation (PASSCO).

Moreover, he extensively conducted and supervised applied research, modular training and capacity building with focus on institutional development and socioeconomic trends analyses. With his wealth of experience, he remains dedicated for a better world-equitably progressive and sustainable economic development.
