Dr. Ikram Ul Haq is a visionary IT Executive with over 25 years of distinguished service driving digital transformation in Pakistan’s public sector. As Director General at the Competition Commission of Pakistan (CCP), he has provided strategic leadership across various mission-critical functions, including Information Technology, Human Resources, and Office Administration.
He holds a PhD in Software Engineering and is a prolific researcher, with publications in high-impact international journals (Q1), focusing on AI-powered malware detection and secure mobile application development. His career reflects a proven record of architecting and implementing large-scale, AI-driven solutions that enhance operational efficiency, strengthen regulatory compliance, and foster transparency.
A globally recognized expert in applying cutting-edge Artificial Intelligence (AI), Dr. Haq has designed and delivered bespoke software systems that address complex regulatory challenges. His innovations have automated core operations, increased transparency, and significantly reinforced the Commission’s regulatory capacity.
Mr. Asfandyar Khattak holds a Master’s degree in Mass Communication and a Bachelor’s degree in Law and Political Science from the University of Peshawar. Currently, he is serving as DG (Media).
He began his professional career as a journalist (2001–2004), where he developed strong expertise in public discourse, media dynamics, and policy reporting. In 2004, he joined the Securities and Exchange Commission of Pakistan (SECP), serving in the Chairman’s Secretariat and strengthening institutional communications, media relations, and regulatory outreach.
Mr. Khattak joined the Competition Commission of Pakistan in 2009 and has since played a leading role in advancing competition advocacy and public engagement. As head of the Commission’s Advocacy Department, he spearheaded landmark initiatives, including the National Road Show on Competition Law, Academia Awareness Drive, Competition Compliance Guidance Programme, and SME Awareness Campaign, significantly enhancing market awareness and regulatory compliance. His advocacy initiatives have played a key role in strengthening the CCP’s national and international reputation, including contributing to its 3-star rating from the Global Competition Review.
He is widely recognized for his strong media engagement and crisis communication, ensuring timely, accurate, and credible messaging on sensitive regulatory matters. Through clear and strategic communication, he has strengthened institutional credibility and public trust.
Mr. Shahzad Hussain has been serving the Commission since 2012 and is currently working as the Registrar of the Competition Commission of Pakistan (CCP). He is also serving as Director General (Cartels & Trade Abuse) and Director General (Information Systems & Technology). He is a fellow member of the Association of Chartered Certified Accountants (FCCA), Institute of Cost and Management Accountants of Pakistan (FCMA), and Institute of Financial Consultants Canada (CFC). He also holds a Master’s degree in Economics.
He has over 19 years of rich and diverse experience in both public and private sector at key posts. Before joining the Commission he has worked with Earthquake Reconstruction & Rehabilitation Authority (ERRA), National Database & Registration Authority (NADRA) and Madina Group of Industries. His forte is accountancy and finance with a blend of human resource management skills. Handling the Commission’s corporate affairs means streamlining internal operations by introducing various in-house schemes to improve overall efficiency and liaison with government counterparts. His focus on the human resources aspect of the Commission has proved valuable over the years, allowing it to deliver on its important mandate.
Mr. Noman Laiq presently serves as Director General (Internal Audit), holds the additional charge of Director General (Exemptions) as well as Head of Department (OI&EA). He joined Commission in 2012, and has served in various departments such as the Secretary's Office, Cartel and Trade Abuse, Office of Fair Trade, and Budgetary Affairs.
Mr. Laiq is an Associate Members of the Institute of Chartered Accountants of Pakistan (ICAP) and also holds master's degrees in Economics and Business Administration. His extensive 18-year career encompasses a wide spectrum of regulatory affairs, investigative work, secretarial practices, audit, operations, finance, consultancy, and business development. Prior to joining the Commission, he was working with A.F. Ferguson, a member firm of Price Waterhouse Coopers and a leading chartered accountancy firm in Pakistan. Additionally, he has also served at the Ministry of Federal Education and Professional Training as Joint Secretary / Joint Economic Advisor and Director General (BECS).
Mr. Hafiz Naeem is a professional lawyer having rich experience of more than 15 years. He graduated with LL.B from Cairo University, Egypt and did LL.M from University of Virginia, USA. During his career, he worked in public as well as private sector in different roles. In the private sector, he worked for different law firms, where he advised and represented commercial entities and corporate clients. In the public sector, Mr Naeem worked with the Federal Government, regulatory authorities and corporate entities of the Government. While serving at different positions, he handled diverse complex legal issues related to different sectors of the economy including power and petroleum sector of Pakistan. Mr. Naeem also reviewed contracts, agreements, primary and secondary legislation, etc. and managed litigation pending in different courts of the country. He regularly appears before the courts and other legal forums.
Mr. Salman Zafar, has been working with the Competition Commission of Pakistan since 2015 and is currently serving as Director General Finance and OFT Department. Salman is an Associate Chartered Accountant (ACA) from the Institute of Chartered Accountants of England & Wales. He is also a fellow member of the Association of Chartered Certified Accountants (FCCA).
As an expert in the areas of Finance & Audit, Salman possesses strong financial, technical, forensics and commercial skills. He has held various positions in the financial institutions mainly in the capital market. He has a track record of successful re-engineering of business processes to achieve efficiency in organizations.
Ms. Marryum Pervaiz, currently serving as the Acting Secretary to the Competition Commission of Pakistan (CCP), also heads the Advocacy Department. Her journey within the CCP spans multiple departments, reflecting a wealth of expertise developed over two decades.
Before joining the CCP, Ms. Pervaiz refined her financial acumen at Shelter & Shelter (Pvt) Ltd. Her contributions also extend to the Institute of Cost and Management Accountants of Pakistan (ICMAP), where she has held significant roles, including Member and Secretary of the Islamabad Branch Council. Currently, she serves as the Honorary Treasurer at ICMAP.
Ms. Pervaiz’s active involvement in organizing a wide range of events and workshops highlights her dedication to fostering professional development and achieving excellence.
Dr. Muhammad Khan is an economist with over 15 years of experience in teaching, research, and academic leadership, with a strong focus on governance, regulatory economics, and evidence-based policy analysis. He holds a PhD in Economics from the University of Orléans, France, specializing in inflation, institutional quality, and macroeconomic performance. Besides he also holds a master’s degree in economics from University of the Mediterranean – Aix Marseille II, France and a MPhil in Economics from Quaid-I-Azam University, Islamabad.
In his previous academic and administrative roles across public and private sector institutions, Dr. Khan led academic planning, faculty development, and curriculum reform efforts in line with national policy standards. He has overseen research on financial regulation, corporate governance, and risk-based policy frameworks, and has supervised several PhD and MPhil theses in these areas. His research has been supported by national and international funding bodies and focuses on energy policy, environmental regulation, and institutional reforms. With over 25 peer-reviewed publications, his work provides actionable insights into how governance and regulatory quality shape market outcomes, particularly in developing economies.
Ms. Shazia Ashraf, is presently heading the Exemptions Department. She possesses the qualification LLM (Corporate Law) from International Islamic University. She has 16-plus years of hands-on experience in Competition Law. Since joining, she has attended numerous International Trainings related to Competition Law and Policy. Prior to her joining the Commission, Ms. Ashraf worked with Pakistan Telecommunication Authority (PTA) as a Management Trainee Officer.
