Mr. Ahmed Qadir, is currently the Commission’s Director General for Market Intelligence Unit. He was part of the Government of Pakistan’s committee for the development of the National e-Commerce Policy Framework, to address the interface between competition, big data as an essential facility, data privacy, and consumer protection issues. Having joined the Commission in August 2008, he also served as Director General Advocacy and International Affairs, Director Investigation and the Commission’s Secretary.
Before the Commission, he was Chief Strategy Officer for a private sector company in Pakistan, assisting the CEO in leading change management and business diversification. He has also worked for another regulator in Pakistan, the Securities and Exchange Commission of Pakistan, where he was the project manager for the Anti-Money Laundering programme and the focal point for international communication and co-ordination.
He began his career in Pakistan in 1996 in the development sector with the United Nations, initially with the United Nations Population Fund (UNFPA) for the national programme on primary health, and subsequently, the United Nations Development Programme (UNDP) for information and communication technology and electoral reforms. He also worked, albeit briefly, for the World Bank and the Asian Development Bank in Pakistan.
His other interests include understanding the nexus between data, privacy, and consumer protection; data analytics; strategic management in the public sector; new institutional economics; and organisational transformation.
BACK TO TOPMs. Kishwar Khan, Director General is Head of the Research department. She has served as Senior Director, Competition Policy & Research, besides in Advocacy, Policy Planning & International Affairs. She supervised several studies such as private healthcare & schooling, aviation, PSF, cooking oil and ghee, sugar and cement. She prepared a number of Policy Notes, Annual Reports and State of Competition Reports. Previously, she served the MCA as Chief of Research & Investigation and Economist. As secretary of the Committee and as part of National Reference Group on ‘Competition Law & Policy’, she was instrumental to overhaul competition regime in Pakistan. She assisted the committee formed by the Cabinet to prepare a model consumer protection law for provinces. Her experience of more than thirty years relates to the fields of consumer protection, trade, investment, competition and market access. For Commerce Ministry, she was focal point for capacity building to implement WTO agreements. She was Secretary, National Working Group on ‘Non-Agricultural Market Access and TRIMs’. She dealt with textiles, agriculture, antidumping, subsidies, safeguards, standards, and environment and competition policy. She also contributed in: Vision 2025, Economy of Tomorrow and New Growth Strategy forums.
As a resource person, moderator and panelist in national/ international events, she has 14 publications and conference papers at her credit. As a visiting faculty member, she taught ‘competition law’ at LLM level. She holds master’s degrees in economics from Quaid -i- Azam University, and as a Chevening Scholar from University of Manchester, with focus on econometrics, trade and international finance. She got training from competition agencies, UNCTAD, WTO, ADB and InWent on competition, investment, accounting, quantitative methods, diplomacy, trade, and human resource development. Her interests include consumer protection, poverty alleviation, private sector development, and industrial and competition economics.
BACK TO TOPDr. Ikram ul Haq is a distinguished professional currently holding the position of Director General in the Administration, Human Resource and Information System & Technology department of the Commission. With a robust background in team management and information systems design, he stands as a prominent figure in the field.
Dr. Haq's academic journey culminated in the attainment of a Ph.D. in Software Engineering, showcasing his dedication to deepening his expertise. His specialization in cybersecurity further emphasizes his commitment to the ever-evolving domain of information security.
His extensive career spans over 22 years, during which he has made significant contributions in various domains, including information systems, software development, human resource management, and administration. Dr. Haq's valuable experiences have fortified his abilities to navigate complex challenges and lead teams effectively in the dynamic and intricate landscape of technology and organizational management.
BACK TO TOPMr. Shahzad Hussain, has been serving the Commission since 2012 and is the Director General (Legal, Advocacy and Registrar Office). Currently he is also the Registrar of the Commission supporting the Commission in discharge of its quasi-judicial functions. He is a fellow member of the Association of Chartered Certified Accountants (FCCA), Institute of Cost and Management Accountants of Pakistan (FCMA), and Institute of Financial Consultants Canada (CFC). He also holds a Master’s degree in Economics.
He has over 19 years of rich and diverse experience in both public and private sector at key posts. Before joining the Commission he has worked with Earthquake Reconstruction & Rehabilitation Authority (ERRA), National Database & Registration Authority (NADRA) and Madina Group of Industries. His forte is accountancy and finance with a blend of human resource management skills. Handling the Commission’s corporate affairs means streamlining internal operations by introducing various in-house schemes to improve overall efficiency and liaison with government counterparts. His focus on the human resources aspect of the Commission has proved valuable over the years, allowing it to deliver on its important mandate.
BACK TO TOPMr. Noman Laiq presently serves as Director General (Internal Audit). He joined Commission in 2012, and has served in various departments such as the Secretary's Office, Cartel and Trade Abuse, Office of Fair Trade, and Budgetary Affairs.
Mr. Laiq is an Associate Members of the Institute of Chartered Accountants of Pakistan (ICAP) and also holds master's degrees in Economics and Business Administration. His extensive 18-year career encompasses a wide spectrum of regulatory affairs, investigative work, secretarial practices, audit, operations, finance, consultancy, and business development. Prior to joining the Commission, he was working with A.F. Ferguson, a member firm of Price Waterhouse Coopers and a leading chartered accountancy firm in Pakistan. Additionally, he has also served at the Ministry of Federal Education and Professional Training as Joint Secretary / Joint Economic Advisor and Director General (BECS).
BACK TO TOPMr. Syed Umair Javed is currently serving as Director General (Office of International Affairs). Within the Commission, he has previously served in various senior management capacities including as Registrar to the Commission. Umair has previously also served as Joint Secretary to the Federal Government at the Ministry of Federal Education & Professional Training, and as Director General, Federal Directorate of Education.
Umair holds a BA & LLB degree from the Lahore University of Management Sciences and an LLM in International Economic Law from the University of Warwick. He is interested in, and is learning about, data science, climate change, and emerging technologies.
BACK TO TOPMr. Salman Zafar, has been working with the Competition Commission of Pakistan since 2015 and is currently serving as Senior Director Finance and C&TA Department. Salman is an Associate Chartered Accountant (ACA) from the Institute of Chartered Accountants of England & Wales. He is also a fellow member of the Association of Chartered Certified Accountants (FCCA).
As an expert in the areas of Finance & Audit, Salman possesses strong financial, technical, forensics and commercial skills. He has held various positions in the financial institutions mainly in the capital market. He has a track record of successful re-engineering of business processes to achieve efficiency in organizations.
BACK TO TOPMs. Shazia Ashraf, is presently heading the Exemptions Department. She possesses the qualification LLM (Corporate Law) from International Islamic University. She has 16-plus years of hands-on experience in Competition Law. Since joining, she has attended numerous International Trainings related to Competition Law and Policy. Prior to her joining the Commission, Ms. Ashraf worked with Pakistan Telecommunication Authority (PTA) as a Management Trainee Officer.
